    Welcome to the forum!

Sounds like the Pilot circuit is clogged...a classic and very common problem. That circuit controls idle to around 1/4 throttle, and the passages through the carb body are VERY small, and thus, easy to clog with debris or varnish from bad gas. It'll take a complete disassembly of the carb, and a careful yet thorough cleaning of the pilot jet and the passages to get it corrected. Soak the carb body in carb cleaner (vat type can be found at most auto parts stores), and then blow through the passages with compressed air. Then do it again. DO NOT give in to the temptation to poke wires through the carb body....you'll end up buying yet another carb!
